Build quantity breaks on a rule, such as buy 3 and save 10 percent or buy 6 and save 20, and apply them to every product in your store or only to the products you pick. Add as many tiers as you need; the highest tier a cart line qualifies for is the one applied. Discounts appear automatically in the cart and at checkout under your own label, so there is nothing to install in your theme and nothing for the customer to type.
